CommentConfig
The Functionality Missing from Windows
CommentConfig manages 4 Windows Shell Extensions thatallow you to associate comments with files. I wrote this utility
so I could add comments to my downloads, but you can use it to
comment any file on any drive with a letter. It should work in any
32 bit Windows with IE 5 or higher and Active Desktop.

Type or paste your comment into the Property Page. For supported file
types Explorer will display the Comment as a tooltip when your hover the
mouse over the file. ToolTip is enabled for these file types:
.arc .arj .cab .exe .gif .gz .jpg .lzh .msi .rar .rpm .tar .tgz .txt .Z and .zip
You can view or edit the Comment Property Page for multiple files
of any type by dragging and dropping the files onto CommentConfig.exe.
